Ms. Kilbourne is in charge of marketing and business development for NECC. In that role she interfaces with market operators, media and regulators as well as NECC customers. She is a highly regarded speaker and writer regarding industry developments and NECC’s role in advancing the convergence of physical and financial markets. Just prior to joining NECC, she was a firm director for the Global Energy Markets practice at Deloitte & Touche, LLP where she led ITP business development. And, prior to joining Deloitte & Touche, Ms. Kilbourne was a founding director for the California Power Exchange where she served as an integral part of the senior management team in establishing California initial operations and in developing expansion opportunities. In this role she contributed to evolving markets in California as well as throughout North America and worked extensively with regulators, legislators, lobbyists and policymakers in state and federal arenas.

In all Ms. Kilbourne has over 25 years of experience in energy markets including numerous executive positions in marketing, finance, planning and regulation. She has an MBA in finance and a BBA in accounting and has been a certified management accountant since 1979.
